'Home' options in nav does not respect workgroup dropdown

Description
I have instructor, AC, and grad school across different groups. However, if I'm only an AC in a group that is currently selected, I shouldn't see instructor or grad student Home page options in the nav menu until I switch to the appropriate workgroup.
