Budget View: Ability to set default values for lecturer costs

Description
One idea is to have a default cost for all lecturers in that year/workgroup (alongside default costs for TA, reader and AI).
You could then expand the lecturers group to see individuals and set values for individual people.
And when setting an instructor as a 'replacement cost' the relevant default value is populated into a text box, but it can still be edited to override the value for that particular course if neeed (as negotiated contracts are not necessarily yearly)
