Provide the request "Justification" as a heading option in the OPP Order View

Description
In the Orders “View” it appears we have left out a key component to the OPP request headings. It is that of “Justification”. When associating requests for projects, dept’s, requested individuals, etc. it would assist a great deal if the “Justification” were a viewable option. I may be an exception, but I utilize the Justification window to provide a description of what the equipment and materials are for. This may be a project name or #, category, engineer contact information, status, urgency, etc. When reviewing requests it provides the reviewer’s a means of identifying such orders. It also provides those reviewing with a means which they are able to search using the information familiar to them.
