Research direction
Start by reproducing the freeze using the listed steps with the Tiling Popup, especially after raising another window above window A. Trace the popup's selection and retiling behavior for the affected window. Done means a previously tiled window remains interactive when selected for retiling on both XOrg and Wayland.
