Description
Right now the fuzzer engine is left to build a fuzzer corpus from blank input; it may be better to seed it with valid H3 indexes and other inputs and allow it to mutate from there.

Research direction
Start by locating the fuzzer engine and its current blank-input corpus behavior. Identify how valid H3 indexes and other inputs are represented, seed the corpus so the fuzzer can mutate them, and verify that the fuzzer runs successfully with the seeded inputs.
