Description
We need clarification on the process for creating Cloud.rc (OpenStack) user accounts when a project owner requests that multiple users be added to a shared project.
Currently, our process requires users to request their own accounts, ensuring explicit consent before account creation. However, in practice we have also created accounts for multiple users based on a request from a PI or project owner.
