SVG-Icon appears distorted at lower DPI in PNG-Render

Description
When viewing the icon at higher DPI (e.g., 216 dpi), it appears perfectly round. However, at lower DPI (e.g., 108 dpi), the icon looks distorted on the left and no longer appears circular. I am not an expert, but I'm sure, the circular symbal can also be represented at lower resolution properly. (See img 1)
It seems to be position dependent; as if there was a row/column of pixels missing from time to time. Take the repro example with PNG export PPI 91:
