Description
Because only the latest commit of the branch is used to tell which packages were touched, it may list deleted packages (and then try to check). Packages may be deleted on a submission branch to change the name or version number to something else.

Research direction
Start with the package-selection logic that uses the latest branch commit, using the linked example commit as the reproduction case. Confirm that packages deleted on the submission branch are excluded from the modified-package list and are not checked; the issue does not mention a specific file or test.
