Description
String conversions should be handled via a method in AnnotatedTypeFactory so that checkers can override the behavior. Currently they are special handled via a special case in org.checkerframework.framework.type.DefaultTypeHierarchy#visitDeclared_Declared

Research direction
Read AnnotatedTypeFactory and DefaultTypeHierarchy#visitDeclared_Declared first, then compare the current handling with the Java Language Specification's string-conversion rules. Done means string conversions are delegated through an overridable AnnotatedTypeFactory method and the existing special case is no longer responsible for the behavior.
