Description

Although List has a perfectly valid Monoid instance, I often need to take great care to avoid using it due to the performance implications of concatenating lists in a loop. It would be great to have a lint for this (I guess opt-in would be fine).

The issue names no files, tests, or entry points. Start by reading the repository's existing Scalafix rules and how opt-in rules are configured; done means a lint identifies the described List Monoid usage and has coverage for its behavior.
