Capturing follow up work from discussion stemming from Marissa's comment here
In-person/real-time scenarios aren't unlikely to come up, so it would be good to have some written guidelines for working with CoC reports in those situations as well

Start with the discussion in Marissa's comment on typelevel/governance#129 and review the repository's existing Code of Conduct guidance. Add written guidance covering how reports should be handled in in-person or real-time situations; done when those scenarios and follow-up steps are documented.
