Description

Hello,

I was taking a look at the code for Bifunctor and I notice that it doesn't have the lift function.

Is there a special reason for this? Shouldn't Bifunctor have this?

Thanks!

Research direction

Start by reviewing the Cats Bifunctor implementation and the surrounding API conventions for a possible lift function. Determine whether Bifunctor should expose lift, what its semantics would be, and what tests or documentation would establish the decision as complete.
