Description

The original fs2.Queue had a peek method on its interface. The Queue in Cats Effect doesn't have this. It would be good to add it, as it makes the migration to Cats Effect 3 easier.

Research direction

No file or test is named. Start by locating the Cats Effect Queue interface and compare it with the original fs2.Queue peek API. Done means Queue exposes equivalent peek behavior and the relevant tests cover it, with migration to Cats Effect 3 supported.
