Description
To keep it short: there are a ton of libraries that are built on top of Cats Effect that some people already use, but don't have much exposure, so it's hard for other people to find them. There is a list of related libraries in the README, but it's ridiculously bare and doesn't really do the ecosystem justice. We should try to maintain a comprehensive list of libraries in the new documentation site, possibly split out into different sections.

Research direction
Start with the related-libraries list in the README and inspect the new documentation site structure. Inventory the Cats Effect ecosystem, organize libraries into useful sections, and update the documentation so the list is comprehensive and maintainable.
