Sync configuration on master and conda-forge

Description
We have the issue https://github.com/twosigma/beakerx/issues/8031, because conda configuration doesn't have instruction like `tornado>6`
We could be sync two configuration to avoid the such issues
1. config for beakerx manual installation https://github.com/twosigma/beakerx/blob/master/configuration.yml
2. config for conda package https://github.com/conda-forge/beakerx-feedstock/blob/master/recipe/meta.yaml
