Description

Hello, just by installing gem 'bootstrap', '~> 4.4.0' (previous version gem 'bootstrap-sass', '3.3.6') I'm getting the following error:

manifest.js:

//= link application.css
//= link application.js

If I remove //= link application.css the error goes away, but if I empty the application.css.scss file the error remains.

Reproduce the failure with manifest.js linking application.css and an application.css.scss entry, then trace the reported path through execjs/encoding.rb and autoprefixer-rails/processor.rb. Compare the behavior with the CSS link removed and with an empty stylesheet; done means the CSS link no longer triggers the encoding error.
