Description
Let's stop installing protoc all the time to fix this issue for good:
Run arduino/setup-protoc@v2
Error: Error: API rate limit exceeded for 20.172.24.210. (But here's the good news: Authenticated requests get a higher rate limit. Check out the documentation for more details.)

Research direction
Start with the CI workflow step that runs arduino/setup-protoc@v2 and inspect how the Go bindings test obtains protoc. Remove the recurring rate-limited installation path while preserving the required compiler setup, then verify that the Go bindings test passes in CI without relying on unauthenticated API requests.
