Description
Currently the rust bindings (libsql-ffi) forces you to build sqlite from source, instead of relying on the pkg-config crate. There is already a pkgconfig file present in the repository, however it isn't being utilized in the rust bindings...
I'd be willing to make a PR for this if needed.

Research direction
Start by inspecting the libsql-ffi Rust bindings and the existing libsql-sqlite3/sqlite3.pc.in file, then trace how SQLite is currently built. The work is done when the bindings can use the pkg-config crate and the existing package configuration instead of forcing SQLite to build from source.
