Description
I had a stub of that in https://github.com/turion/changeset/pull/4, but it turned out to be hard to get it right because of ambiguous types. See https://github.com/turion/changeset/pull/7 for WIP.

Research direction
Start by reading the stub in changeset/pull/4 and the work in progress in changeset/pull/7. Use those discussions to identify the unresolved ambiguous types and determine the intended scope of the fused-effects library. Done means the library design and implementation are settled beyond the referenced WIP.
