Description
When a footnote is in a list or quote, it seems to be processed before other footnotes, leading to this footnote being footnote number 1, even when it is actually not the first one.

Research direction
Begin by reproducing the ordering difference described for footnotes inside a list or quote, then trace the Markdown footnote handling. No file or test is named in the issue. Done means footnotes are numbered in document order regardless of whether they occur in a list or quote, with regression coverage for both contexts.
