Description
I think we should display prominently any current shutdowns on the page so that it can be used as a way to check "is there a shutdown today that affects me" easily
When there isn't one currently, it should show the upcoming one
Would be easier to parse on mobile/at a glance

Research direction
No files, tests, or entry points are named in the issue. Locate the page that displays MBTA shutdowns and first inspect how current and upcoming shutdowns are selected; done means a current shutdown is prominent, or the next upcoming shutdown is shown when none is active, with the result easy to scan on mobile.
