Description
What
Run one Cost Optimization scan that evaluates all four CloudBurn Platform optimization areas for the selected AWS account and configured Region.
If an optional AWS capability is unavailable, CloudBurn will keep usable results from unaffected areas and explain the missing coverage.
Why
One coordinated scan provides a consistent point-in-time view, reduces repeated AWS work, and makes partial results more useful.

- Evaluate all enabled optimization areas in one scan
- Keep unrelated results available when optional evidence is missing
- Publish new results only after the complete usable snapshot is ready
