"request escrow" button doesn't appear until after save & exit of the project and returning

Description
At present, in order to request escrow, a project worker must first save draft which backs them out to the worker dashboard from which they need to view project -> edit project -> scroll to the bottom of the page to see a new button of which they were likely unaware. The button should:
- Always be visibile; if invalid, appear as disabled and be unclickable
save draftshould not redirect to the dashboard, rather it should update the backend and make the 'request escrow' button active.
