Milestone 1 - In-network Discovery

Using the %pals protocol, we will release an update to %fund that allows for generalized discovery of projects. This will enable general discoverability from within the %fund application of campaigns gossiped through the %pals network. As a part of this feature, we will allow users to upvote and downvote any given fund project. This voting will not be displayed as a globally unified value, but rather it will be a subjective value based on the inputs from your %pals network. This puts an air of responsibility into the hands of the community itself to assess whether projects from their %pals are credible, and will serve as an emergent defense against bad actors.

The issue names no files, tests, or entry points. First map how %fund receives and exposes projects gossiped through the %pals network, then define the discovery and subjective upvote/downvote behavior before implementation; done means projects are discoverable in the application and voting reflects each user's %pals network rather than a global total.
