Interstitial for declining an oracle service request includes invalid button

Description
Currently if you click the 'decline' button on a service request, it takes you to an interstitial which says "Your project action has been submitted." and includes buttons to view the project and to go to the oracle dashboard. Presumably you should not actually be able to view this project after declining the request
