How do refunds work when there is an Overage

Description
Currently, I suspect that the way refunds will be processed if there is an overage and then the project is cancelled is that they will use the entire sum of funds contributed, rather than giving all overage funds back to those who contributed after the project was 'fully funded'. This might be OK, but how would we want to do this in the future?
