Description
Updating the cache is faster than what tldr-python does now on a cache miss.
I had a look at the code. Seems to require some refactoring so that USE_CACHE=0 doesn't lead into an infinite loop.

Research direction
Start by tracing the cache-miss flow and the USE_CACHE=0 path described in the issue, including how remote platforms are checked. Done means cache misses update the cache instead of checking every remote platform, while USE_CACHE=0 no longer causes an infinite loop.
