What is the current behavior? Describe the bug

This issue is available in latest tinymce as well. Please copy/paste the enclosed text file content into the source code view of the tinymce editor and try to indent the list within the div to reproduce the issue.

What is the expected behavior?
Tab controls of list should work within a div which is part of a list item.

Which versions of TinyMCE, and which browser / OS are affected by this issue? Did this work in previous versions of TinyMCE?

This issue is there in all tinymce versions. We would like to have a fix for 5.0.3 and 5.4.x versions
