toc plugin changes the header back on every update

What is the current behavior? Describe the bug
Every time I update the toc content, the header gets resetet to "Table of Contents".
What is the expected behavior?
I would expect the header to stay the same to what I changed it beforehand. Also I have tinymce localized to german, but the plugin is still english.
Which versions of TinyMCE, and which browser / OS are affected by this issue? Did this work in previous versions of TinyMCE?
