Description
Implement a scheme adapter for the EASA ramp inspection ecosystem. Keep the supplied SAFA v2.0 guidance as a historical/reference dataset and add metadata for current EASA source versions. Model targeting, checklist groups, findings, actions, communications, evidence and follow-up without hard-coding generic inspection types.
Reference: skills/safa-ramp-intelligence/reference-model.md and safa-workflow.json.

Research direction
Start with skills/safa-ramp-intelligence/reference-model.md and safa-workflow.json to understand the intended SAFA/SACA adapter and workflow. Define the separation between the supplied SAFA v2.0 historical dataset and current EASA source metadata, then cover targeting, checklist groups, findings, actions, communications, evidence, and follow-up without generic inspection types.
