Description
It would be nice if there were a way for us to say "All members of the GitHub Organization XYZ should default to being granted a Member role in our Tilt Cloud team", as this would let us no longer need to manage roles for individual users (aside from bumping a few admins up to Owner).

Research direction
The issue names no files, tests, or entry points. Start by tracing Tilt Cloud's team-role assignment flow and how GitHub Organization membership is currently obtained. Done means organization members receive a configurable default role, while selected admins can still be elevated to Owner without individual role management.
