Description
Should be easier to figure out what args may be passed to tilt up (either user-defined args, or just the available service names that may be passed). Tab complete would be especially good UX here.

Research direction
Start at the tilt up CLI entry point and inspect how flags, user-defined arguments, and service names are parsed. Done should make valid arguments easier to discover, with tab completion included if feasible.
