## Enhancement Task

Resource Control maintains an internal token bucket mechanism and has introduced various mechanisms to achieve precise and balanced token distribution. However, we lack some observability that would allow us to gain insight into its operational details, making it inconvenient to debug when encountering unexpected behaviors. This issue aims to track improvements in this area.
