Show the reason why the store cannot be a candidate when doing scatter regions

We have more than three stores. But there are scatter region operators with only the transfer leader step.

### Describe the feature you'd like

We need to know why the other stores cannot become a candidate. A metrics or log is needed so that we can locate the problem in an abnormal case.
