Question: transfer leader prevents fix down peer

Description
As per my understanding, peer down seconds reported by TiKV is reseted upon leader change.
If leader transfers back and forth between the remaining two healthy peers within 30min(which is the default max store down time), PD would have no chance to fix this down peer, am I right?
