Description
When a synchronization failure occurs, not due to authentication issues, the user should receive an in-app notification explaining the failure, including the reason and recommending an action when possible.
This notification must be displayed both as a system notification alert and in-app notification. If system notifications are disabled by the user, an in-app notification must still be shown.
In-App Notification Severity: Fatal

Research direction
The issue names no files or tests; start by locating synchronization failure handling and the existing system and in-app notification entry points. Done means non-authentication synchronization failures show a fatal system alert and an in-app notification, with the in-app notification still appearing when system notifications are disabled.
