Description
When importing account settings we don't want to end up with non-working accounts.
So we should…
- force the user to provide the incoming/outgoing server password(s),
- test the server settings to make sure we can connect to the incoming and outgoing servers.
For this we probably want to change the import settings UI.

Research direction
Start by tracing the import settings UI described in the issue. Determine how imported incoming and outgoing server settings currently flow, then define completion as requiring both server passwords and successfully testing connections to both servers before accounts are created.
