Description
Right now we support both limiting messages by number and age. We also support extending that limit by clicking "Load up to X more". But this does not change the age limit and there's no way to go back to the previous number limit.
We need to come up with a better concept that is easy to understand for users.

Research direction
No files, tests, or entry points are named. Start by reviewing the existing local message retention settings and the "Load up to X more" flow, then define a simpler concept that handles both number- and age-based limits and allows users to return to the previous number limit. Done means the behavior and user-facing controls are clearly specified.
