Description
Respect the setting "fetch messages up to".
Once only partially downloaded messages are supported the methods JmapBackend.fetchMessage() and JmapBackend.fetchPart() need to be implemented, too.

Research direction
Locate JmapBackend.fetchMessage() and JmapBackend.fetchPart(), then trace the “fetch messages up to” setting and existing partial-download support. Done means the maximum download size is respected and both methods are implemented once partial downloads are supported; the issue names no test file, so identify the relevant JMAP tests while tracing the code.
