Description
I see a couple of ways to approach this:
- Opportunistically add the decrypted message contents to the fulltext search index
- Use the decrypted message cache proposed in #1449 for searches
- Decrypt messages during search

Research direction
Start by reading the existing full-text search implementation and issue #1449's proposed decrypted message cache. Compare the three approaches listed here and identify how encrypted messages are currently represented during search. Done means an agreed approach is implemented so encrypted message contents can be searched, with coverage for the chosen behavior.
