Steps to reproduce
  1. Open an email.
  2. Select reply.
Expected behavior

Date in reply quote header is in the format specified by the user.

Actual behavior

There should be options for 12 or 24 hours and for using the system setting. A place to put those could be under a more general date format chooser (which would also be nice), but that was previously turned down (#7288).

Note

  • An ISO date option now exists for message lists (#10574). This option does not affect the reply quote header, nor do I see an option for that.
  • Dates now reflect locales when printing (#11109), but reply quote header dates don't, nor do I see an option for that. For example, I'm using 24 hour time, but the reply quote header seems to insist on not doing that.

Research direction

No files, tests, or code entry points are named. Start by tracing reply quote header formatting from the reply action described in the reproduction steps; done means the header respects the user's 12/24-hour and locale or system-setting preferences, with coverage for the requested behavior.
