Cannot fetch E-Mails on any account when a single account is offline

Steps to reproduce

• have multiple email accounts set up
• one account's mail server is not reachable (locked behind a VPN which i don't want to enable every time i check for emails)
• pull down to refresh inbox

Expected behavior

i can immediately fetch emails from other accounts using the pull-down gesture

Actual behavior

the pull-down-to-refresh gesture does not fetch any emails on any account.
fetching email in the background works perfectly normal.
i need to restart the app or wait for the background sync interval to eventually receive any emails on other accounts.

Reproduce the problem in Thunderbird for Android with multiple accounts and one unreachable mail server, then trace the pull-down-to-refresh flow and compare it with background sync. Done means refreshing fetches mail from reachable accounts without requiring an app restart or waiting for the background interval.
