Description

Is your feature request related to a problem? Please describe.
At the time of writing this issue we are trying to standardize the logged in navigation experience on Desktop. This includes having a UserAvatar be clickable and a dropdown menu with various links.

Describe the solution you'd like
These prototypes in Figma show how the UX should look like and since they share so many of the look & feel across services, we should create a pattern for it.

Research direction

Start with the linked Figma prototypes and the existing UserAvatar and NavBar components in services-ui. Compare the current desktop navigation patterns and define the shared UserMenu boundaries from the prototype; done means a reusable pattern matching the specified logged-in navigation experience.
