Description
Problem this feature will solve
As I mentioned in https://github.com/thoughtbot/factory_bot/pull/1640, I want a scope for sequence.
The previous PR I created was not reviewed, so I made it as a separate gem. However, maintaining it individually seems troublesome, so I would like this to be merged.

Research direction
Start by reviewing the referenced prior PR #1640 and the linked factory_bot-scoped_sequence gem to understand the proposed attribute-scoped sequence behavior. Determine the integration scope and required tests from those materials; done means the maintainers agree on the design and the behavior is covered in the project’s test suite.
