Description
I have a user-directory installation of python-dotenv[cli], and then I have a conda environment installation of python-dotenv. With the conda environment active, I cannot use dotenv command, because it errors with It seems python-dotenv is not installed with cli option.
It would be better to not install the command file at all in python-dotenv installation.
