Description

As it is, tooltips show up (or begin to show up) immediately on mouse over. I propose adding a delay attribute to the Tooltip component that will delay showing by that many milliseconds.

Research direction

Locate the Tooltip component and read how it currently begins showing on mouse over. Add an optional delay in milliseconds while preserving the current immediate behavior when it is not provided, then verify that the tooltip waits for the requested duration before appearing.
