Description
The @interactors/html package contains both the core interactors code, and the definitions of all html interactors. We should split this into two separate packages, @interactors/core and @interactors/html where html depends on core.

Research direction
Start by inspecting the current @interactors/html package and its package metadata to identify the core interactors code versus the HTML interactor definitions. Trace package imports and build configuration, then verify that @interactors/core contains the shared code and @interactors/html depends on it without breaking existing consumers.
