Expected behavior
Built-in ruler that measures relative distances between locations and perhaps angles in the pdf viewer similar to the feature in Inkscape. Inkscape provides an option for creating a .pdf_tex file that contains text that overlays a diagram or image in pdf through the use of the picture environment. But the placing of the text is hit and miss. A built-in ruler in the pdf viewer would help the fine tuning significantly. I currently use a third-party ruler for the purpose. Ruler unit options should be standard LaTeX units.

Research direction
Start at the PDF viewer entry point and compare the requested behavior with the ruler feature described for Inkscape. Clarify whether angle measurement is in scope, then define completion as measuring relative distances with selectable standard LaTeX units in the viewer.
