Description
In the mesh plugin, you can provide a config_dict in the summary writer at each step. But only the first one is retained. It would be a big improvement if this config_dict could change from step to step.

Research direction
Start with the mesh plugin's summary-writer path and trace how config_dict is retained across steps. Compare the behavior described here with issue #6149; done means each step can retain and use its own config_dict rather than only the first one.
