Issue description
- Open Tensorboard's scalars tab, have many open graphs (I used RLLib as a data source)
- Randomly hover over graphs
- Popups with legends and values appear when hovering over graphs
- After some playing, some popup legends do not disappear when moving mouse cursor out of corresponding graphs.

Research direction
Reproduce the issue in TensorBoard's Scalars tab using many open graphs, then inspect the hover popup behavior in the Scalars UI. Confirm the fix by repeatedly moving the pointer between graphs and verifying every legend popup disappears when its graph is no longer hovered.
